Research highlights serious concerns about the situation inside overcrowded prisons and immigration removal centres, with evidence of systemic failures to meet international human rights standards. Findings include extended hospital detention of people with autism and learning disabilities, with limited availability of related therapy.

This could also violate basic human rights principles, including the ban on inhuman and degrading treatment under the European Convention of Human Rights.

The report highlights the need for urgent government action to deal with the pressures on capacity, as well as the need to protect the fundamental rights that must remain integral to detention policies, even in the midst of challenges posed by operational inefficiencies.
